Becuse, IMHO, the last round of changes screwed this ship mightily.
The loss of a high slot in this fitting is just too severe.
The ship has pitiful DPS as it is, and the only way to fit a covops cyno on the thing is to gimp a high slot. No cloak, no covops cyno, no regular cyno, no nothing.
It wasn't worth losing that high slow for one more low. It really, really wasn't.
Can we judge this change unnecessary and go back?
Noone flies these things anymore, and they used to be one of the best ships in the game, without being overpowered.
Please?

cheat. cov ops cloaking is for falcons.
I have no problem with rook dmg output...over 250dps at long range (HM) is a very suitable number.

Combat recons fit neither covops cloaks nor covops cyno generators. Rook does just fine in its role, which is to provide a scorpion worth of jamming and a caracal worth of missiles to a cruiser gang. It even has five little drones, for what that's worth. As it stands, the Rook suffers from the same malady that plagues all the other combat recons: Just not cost effective.
The Caldari have it worst, with their ECM battleship in the lineup, but since other EW types are kinda lame by comparison, the strength of a combat recon isn't great enough to justify its cost. You can fly a Blackbird for a tiny fraction of the cost, fly a Falcon and get the cloak, or just get into a scorpion, which is cheaper and more versatile, bringing almost all the jam, three times the drones and the potential for better weapons and/or tank.
TL;DR the Rook does its job perfectly well, it's just not a job that needs doing.

you dont know SH*T what your takling about, the rook is one of the best solo lowsec ship.
if you fit a expanded probe launcer on it and sacrifice a hml, you still can do all theese
probe other ships.
300dps with small drones (wich yuo can use to kill enemy drones with)
4k shield buffer
about 1200m/s
point
jam with 4multispecs at 10str, wich would give 50%chance to jam a ship with 20sens str
have 50grav sens str for jumping on falcons and other rooks.
ive probably popped atleast 50drakes solo with it since you can do nice em dmg.
jumped into camp with zealot and harb and popped em both.
killed pretty many bs's with it to, megas geddons, tho i keep away from domis and ishtars.
so dont come and say the ship aint good

Why the hell are you putting a cyno on a rook? I think that's one of the worst things I have ever heard...

Rook is fine. Can do 350 dps if well fitted, with ECM and good tank. For a HAC gang it's awesome.

man-o-man I'm going to have to go back to flying Rooks, I haven't flown them for some time now
